I'm thinking about starting a new dark eldar army, what would you reckon me buying first off as a base to build on?

You can obviously start by just buying the basic box set if you want to.
The other route you can go is to buy a DE lord, his retinue and then two troops choices and build/paint them. Play them for a while in small games and see where they excel and where they fail. Fast attack and heavies are pretty simple choices, I will let you read the codex for the ones you like best.
As far as elites
Grotesques (with haemonculi): walking damage sponges who will almost definitely make it to the enemy. If they don't then the rest of your army will because your opponent was probably throwing everything he/she had at them.
Wyches: Incredible close combat capability; make sure you have chapter approved 2004 (I think) They have an update for wyches that makes them scarey even for gray knights terminators
Mandrakes: Just in case you want to mess with your enemies mind, these guys will just come out and say BOO and probably kill the unit they attack, but they are a little fragile. Actually the whole army is.

For good solid options that can find a place in any army:
Troops - Warriors, either Raider-mounted with assault weapons (Blasters, Splinter Cannon and Agonisers) or static with two Dark Lances
Fast Attack - Not a great section, but Reavers are the best of the lot
Heavy Support - Ravagers
Elite - Wyches, again in Raiders
HQ - Lord, either with Incubi, with the Wyches or on a bike
The DE codex has lots of units that are at best so-so, and at worst awful. But the above are solid choices that, if kitted out well, will serve you proud.

Ah cool, I've played SW for roughly 9yrs now and i love the CC aspect of the game, so wanted an army that is majority CC while uses cunning and tatics

If you really want CC, then you might want to check out having a wych cult army. See Chapter approved 2004 for that one.

The CH 2004 has some newer items and what not that make them a little bit more brutal. Also Lilith is a bit reworked and costs less.

I don't think Chapter Approved articles are legal any more, so I'd stick with the codex as it's less likely to irk your opponents.

that is the basis of my list and have no complaints I use 3 talos.
I have 2 lists one has incubi retinue the other has warrior retinue.
I can and do dominate games with this list I have problems with horde armies but they too are dealt with.
