I was going to let more knowledgable people post.. All I can say is from a noobs point of view I like it. It looks well balanced, versitile and looks like it could take most commers.
Is your captain by himself or in a unit. By himself might he not be a bit vaunrable even if he's cheap?

You may be lacking some dispell dice and scrolls, which will definately be needed if hes a magic heavy DE player.

Good point against DE why not take a level 1 wizard with 2 dispel scrolls?

Correct Cames. Each magic item can only be taken once, unless its specifically states you can take it again.

I don't belive they would, knigts are ace against Dark Elves as they have a 1+ Save the Dark Elves are paying the points for the -1 Armour save on their Crossbows, the Knights are totally immune to this as it makes it a 2+ save instead and a 1 is still a failure. If I was to be making a list it'd go something like this ...
Warrior Priest - Good Armour Save
Lv2 Wizard - Scroll - Ring of Bound Spell
Lv2 Wizard - Ring of Bound Spell
10 Crossbows (the range is the important thing here)
10 Crossbows
20 Swordsmen - Full Command - 9 Swordsmen Detachement
20 Swordsmen - Full Command - 9 Swordsmen Detachement
5 Knights - Muscian
5 Knights - Muscian
Cannon
Mortar
SteamTank
Think that should just fit in underpoints (I think, not 100% sure) and should do fairly well against most Dark Elf Builds at that points level.

I wouldn't recommend trying to outshoot a Dark Elf army so the knights may be the best option. Just dont forget those dispel scrolls and dice.

Right, anymore crap from you clearly not reading posts trying to help and I'll give you a random warning for being a cock.
Now thats out of the way, play the army the way you want to. It's like saying "I wouldn't try to outshoot the elves" but the elves might not actually bring any shooting or magic to the table (see my 2250pt list in this forum for example). Knights are good and if you want to get serious at playing empire you'll need at least 10, if not 15/18 so picking some more up won't be a bad thing, just don't expect to use them everygame.
