So this is my first attempt at an Ork army. Still need to get some pieces and paint everything :D.

for tau, ignore going ranged, and get the most melee stuff you can, necrons, buy rokkit launchas cuz i play crons and those are mean if i cant wbb, and eldar... i dont know about eldar enough to tell you, but eldar have crap guns and average cc weps, but are ability heavy. so maybe you should be ability heavy right back and go for power of the waaaagh. Grots are useful too, and cheap.

(for the boss, keep him bare bones, leave him only with the eacy armor, BB, and CB. give him a pklaw and he is good and cheaper)

(stormboyz aren't useful unless you bulk up on them, i recommend taking them out for more basic slugga boyz)

(take out for some slugga boyz, same squad size except keep the nob with only a pklaw, and give the boyz either three of one weapon option, mixing weapons isnt useful at all, so i would recommend either going with big shootas or rockits, depending on what you want them to do.)

OK first off the only things you should ever buy for your nobz are powerklaws and big horns/iron gobz. other than that nothing, no kustom jobs, trust me its a waste of points.
For the warboss, just give him mega armour and big horns, and then stick him in a trukk, and zoom off and smash things. Th Waaagh!!! banner is a waste of points generally. For your squads also rather just kit them out with one weapon, i.e all rokkits or burnas or big shootas, not a mix, as then you will almost always end up wasting 1 weapon on something stupid.
Make those changes, and add some trukk boyz, they are your best friend.

if your trukk dies, then your warboss is boned with mega armor, cuz of the movement die roll... and the custom jobs are a waste of points.
also, against tau, maybe buy some bikes, then make them speed freeks. that is almost to the other side of the board in one turn with turbo boost, and BAM! youre in melee.

you cant have outriders from the speed freaks, unless you run a full speed freak army, and ya mega armor, is a no no, i have tested it out, and generally the enemy always pursues the trukk. and big horns aren't necessary, mainly because if its on nobz in your big squads like a 30 man strong squad, then your good, and if you need to make a ld check, and happen to fail, mob up with another boyz squad and then make an even harder unit to take down

I agree with dread, ditch the stormies. As fun as they seem, they're not worth it unless you bulk up. If you did, get the Zagstruk special character for them, he's a beast.
Don't buy anything but a klaw+gob for your nob, keep it cheap. Definitely just focus on 3 of one weapon (I go for rokkits, but burnas are always nice as a power weapon.)
For the looted tank I would recommend just the normal leman russ battle tank as opposed to the demolisher. Orks have plenty of 24" things to blow up, but nothing with the battle cannons range.
Don't bother with anything but red paint for your buggies/trakks, those things are going to get blown up no matter what you do. But hey, that's what they're there for.
As for tactics against other armies, I don't know much about Tau I'm afraid. Crons just take out anything that functions as a res orb (lord w/ orb or spyder) and frag it up. After that just hit the 'crons with anything that denies them WBB and it's easy going from there. Black Templars are assault based, shoot em as much as you can, but don't ever ever ever let them get the charge, because when they furious charge you're a goner.
Hope my rambling wasn't to unintelligable, I tend to fragment from one thing to the next. @_@
EDIT: Don't get mega armor, it denies the boss that delicious extra PK attack from having 2 CC weapons.

I don't know why people think that mega armour is a waste of points on the boss, because if he is footslogging anyway, then he probably won't get into combat no matter what you do, and to kit him up similarily without mega armour costs about 120pts. Mega Armoured Warbosses in trukks always seem to make it into combat when I play, you just have to protect the trukk. Even though you get 1 less attack I still think that its worth it. I guess to each his own though. Personally I don't even like the warboss at the moment, and think that he's a points drain.
Also I find that it's better to say have 3 squads of 20 strong orks rather than 2 squads of 30, just because of the slightly increased maneuvarability, and of course the extra weapons are always nice, although this method is slightly more expensive.
And last time I missed the 'eavy armour that you are putting on your nobz, never put 'eavy armour on nobz. Because you always use the majority armour save, the 'eavy armour is almost completely pointless, and so don't give it to him. And plus the only time you will use it is when your squad is almost dead, and then its on the way out anyway.
Oh and ditto on the stormboyz, very overrated unit, rather get trukk boyz.
