Can anyone suggest a way to paint a krieg commissar? I want to paint it like a WWI german.

i am sorry to be blunt but you have already answered your own question there. get a picture of a ww1 german and use colours similiar to that.

Psh. The only acceptable colors are RED, BLACK, and GOLD. A Krieg commissars uniform is no different from a Cadian commissars! Although they differ in duties...

A mixture 50:50 of Adeptus grey and calthan brown, for uniforms, followed by a dark wash (i vary the wash per model but usually devlan or badab) then add bleached bone to the mix in varying degrees until highlighted enough.
armor is knarloc green, then thraka green wash then highlight by adding snot green to knarloc.
leather is calthan brown, dark wash, add bleached bone to calthan brown to highlight.
metal is black, drybrush boltgun metal, dark wash, highlight silver,
