I wasn't aware of any levels, TIP. I've always seen it as "stuff I can paint" and "stuff everyone else does wayyyy better".
Anywho, here's the finished model. There's some subtle details that the phone's camera just cant quite pick up, but... This does get a fair amount of the look captured. Shows off his shirtless pectorals and the metal plate on the underside of the burna-hand.

Looking nice there SoS!

One thing you might want to invesstigate is playing around with some rust effects. Blazing orange over bestial brown works quite well. Apply that to certain areas and it'll give it even more character, and still look "propa Orky".
This week I am good-naturedly shaking my fist at: Baragash. For being unreasonably reasonable.
Sex, drugs and pointy ears.
Cheaphammer 40p: 2000 points of Marines as cheap as possible.
It'll be alright on the Knight - a slow refreshing of my original Grey Knight army.

I did rust effects on my Necrons. I am not sure about using them here. I feel they may make him a bit too dark. as a Freeboota, loud and bright is the way to go..
Might have a play at subtle tiny rust marks at some point, needs further thought.

I can tell it's not a Wardism though, as there's no "autowin at point X" upgrade for 10/15 points.
