Well i have a few questions about him:

For the ability that you count the number of kills your nurgle parts of the army have done, do you restart counting up at the beggining of each turn?

And also can i use epidimus in my chaos space marine army as a summoned greater daemon?

Nope, it tallys up over the course of the game. So if you've amassed 20 kills over the course of the army, you get Power Weapons that are poisoned on a 3+, and a 3+ FNP.

You could, but I'm not sure how your opponents would feel about it. He's just a herald obviously.

Pyro already answered the tally question. As for using him in a chaos marine army. Yes you can use the model, but no you can't use the rules. Now if your opponent agrees, then all that goes out the window.

The tally question WAS answered..... kinda. The tally does not start until Epi is on the board. If (gasp) he gets killed... its all gone.

No, he is for a Daemon army only..He has to be spacifically listed in a chaos space marines codex for u to use him or at the bottom of his stat sheet it will say "for use in a chaos Daemons and Space Marines Army" as it states for most models in the Imperial Armor Apocolypse books.
