I say go big or go home with the black orcs. Having 2 units of 10 isn't going to do much. They'll get shot to hell and give your opponent easy victory points, or if they manage to get to combat, they'll get punched in the face and lose most of their attacks before they can do anything. My advice is a single unit of at least 20-25 that is affordable and will be that much more survivable and worthwhile.
