1k Vampire Counts musings (two lists, one choice)

With the new rules presented in this white dwarf and also an advert for fantasy doubles matches towards the back of the magazine, I started wondering about how effective Vampire Counts (with their expensive characters) can be at low points games.
Obviously, at such low points games, people are expecting a nehek-spam army. This is what I came up with to comply with it - The Vampire goes in the skeleton block with command.
One necromancer with Invocation of Nehek goes in the other skeleton block.
The second necromancer will go in the Ghouls and have Vanhel's Danse Macabre.
While numerous and able to make use of Horde deployment, without the points to deck out characters or put anything hard-hitting in, i'm not sure that it can get the job done - though i'm not sure there's going to be much they'll need to hit hard in such low points games.
    Heroes
    Vampire
    Lord of the Dead
    Flayed Hauberk
    (140pt)

    Necromancer

    Necromancer
    (250pt Heroes)

    30 Skeleton Warriors
    Champion
    Standard Bearer
    Musician
    (260pt)

    30 Skeleton Warriors
    (240pt)

    30 Crypt Ghouls
    Crypt Ghast
    (248pt)

    998pt Total
However, after I wrote this list, I thought to the other end of the spectrum - Is it possible to field a 1k VC list that is heavy on hard hits and characters with special weapons and attacks?
This is the list I came up with.
The unit of 10 skeletons is just there for the sake of having 3 units as per the rulebook.
The lords and heroes all go in the 20 block. That's the Vampire Lord, Wraith, Banshee and Wight.
The Terrorgheist is a rare choice taking up it's whole points cost. It fits so nicely into the limitation that it's almost as if it was DESIGNED to go into the slot.
The army once again has to focus on Invocation of Nehek through the caster (higher level this time) to expand the unit beyond its starting size while they march forward. The concern here is that with so many characters in such a small unit, it's going to be a target for cannon and magic. I'd hope the Terrorgheist takes some of that panic off of them, but numbers really are a factor here.

    Lord
    Vampire Lord
    Lord of the Dead
    Flayed Hauberk
    (245pt)

    Heroes
    Wight King
    Tomb Banshee
Cairn Wraith (Both of these last two use the new WD rules)
    (230pt Heroes)

    Core
    20 Skeleton Warriors
    Champion
    Standard Bearer
    Musician
    (180pt)

    10 Skeleton Warriors
    (80pt)
    (260pt core)

    Terrorghast
    Infested
    Rancid Maw
    (250pt)

    985pt Total
So, is fielding the stereotype nehek heavy army the wisest choice at a low points game, or can a character-centric force win out against superior numbers?
