The answer is 3. Same as in 2k, only in 2k it fits much nicer into your rares and much worse into your lords.
A Terrorgheist with ALL possible upgrade options is 250 points (So yes, you can field one as a rare even in 1k). At 2.5k, your limit for rares and Lords is 625 each.
This means two can fit in your rares and a further one can fit in as a mount for your lord, however the lord -must- have the Ghoulkin power in order to be able to take one.
The reason I say three is that two can fit into your rares (With a spare 165 points, enough to field 3 cairn wraiths as per army book version), and one (and only one) can be a mount as the rider must be a Vampire Lord, so you can't take one with a Hero. Seeing as the Vampire lord is going to cost 230 with just that one power and no other items, that's 480 points of your limit used up, no room for another one. The difference here is that if you were only playing a 2k army list, you only have 20 points left to throw into vampiric powers AND magic items, which is tight. The 2.5k limit gives you an extra bucketload, so you've got 145 points left to invest in abilities.
Now, in terms of actual army list, seeing as we have the 'Ghoulkin' power as mandatory, your core choices should definitely be made up of Ghouls.
Your Lord or perhaps a lesser vampire from your Heroes allowance that you will run with them should definitely have the 'Summon Ghouls' power (raise unit beyond starting size) because with so many points tied up in those three units alone, you're probably going to have a small number of ghouls compared to the traditional VC swarm-effect army that serves us oh so well.
I would also recommend a cheap Necromancer or two with 'Vanhel's Danse Macabre' so that the ghouls (and anything in your 'special' allowance) can keep up with the Gheists, which have the 'Fly' special rule. (20 inch march. If your lord happens to roll vanhel's danse macabre and cast it on a terrorgheist, especially his own, on a standard gaming table, that's a turn 1 assault... And he's going to need some ghouls with him. As impressive as the Gheist is, the enemy will more than likely win combat resolution. Unless you use one of your gheists as a suicide option to clear out a small elite force or enemy heavy gun.)
