I think Asurmen is the only one with a inv save, so he wins by default? =). Seriously though, for their points costs (high) they should all have a 5++ save at the bare minimum.
The Howling Banshee one would be good if she gave Furious Assault to Howling Banshees. The Scorpion one is ok, but again, no invuln save means he dies to anything with power weapons in 1 round. The Maugan Ra model is awesome, but Im not a fan of Reapers.
If you are going for pure fun, use whichever you like. If you are trying to be competitive, use a Farseer or Autarch

One thing I will say about Asuman is that he works wonders in a DA squad with Eldrad.... With Fortune, Defend, Shimmer shield, Doom, and Asuman's ability to re-roll hits makes this a really tough nut to crack. True, you are putting A LOT of eggs in the basket, but I've been having some success running this unit as my forward objective taker.

Nah, Maugan doesn't belong with reapers
You should place him for a more forward position. In general, I feel reapers are not a very efficient unit choice and don't use them. However, if I did, I would never place Maugan with them or keep him around there as a general strat.

I don't usually use any of the PL, but if I were to use Maugan, I would probably place him in an advancing guardian squad. It gives him extra wounds and ca be quite a tough unit if you add a warlock with with cover and fortune them.
A popular use of Maugan is in a harlequin squad. The shadowseer keeps him relatively safe and he adds a lot of kick in combat to the fragile clown squad.

She doesn't. She and Howling Banshees in general might be worth taking if she did.
As has been said, Maugan Ra is the most efficient, point per point, of all of them, and he is worse with Dark Reapers, who lost their punch with everyone assuming that any cover = a 4+ save. He's also got a great 15 year old model, and seems to be the single Eldar in the setting that the writers/developers are willing to say "Yeah, this guy kicks ass." Even though Eldar are Hinduism with Greek Epic heroes, meaning that they all should kick ass.

If you have a phoenix Lord - it should be the one that fits in with the aspect warriors you are using. If you're choosing a Phoenix Lord first, and then choosing the Aspect Warriors later; you're doing it wrong.
Having experimented with Phoenix Lords - the best was probably Maugan Ra, just for his all-round ability with shooting and in combat (distinctly remember a heroic battle against three carnifexes, which he promptly dispatched). But in all honesty, they're all a waste of points. They're T4, and sure they maybe 4 wounds - but no invulnerable save really bums them. It makes you weary of throwing your 200+ points investment into combat with anything that's got a power weapon or equivalent.
I reckon the only Eldar special character worth taking is Eldrad - who was always a key part of my double 'Seer strategy.
