Tis what I've heard as well. And it makes sense. It's been about five years, and that's the usual lifespan of a ruleset.

I heard that they are toying with the idea of NOT having a starter set in the traditional sense for the next release.
Instead, each army will have a cheap-model type "battleforce" like the current type boxes, but AOBR style models, which will come packaged with a small rulebook.

Really? I haven't heard anything thing like that yet (hehe not that I'm the source for any new rumours
) that sounds like a good idea for a lot of the people that are already into the game. Any references SoS?
But yeah what they've said, there's a lot of rumours etc talking about a new rule set. If nothing else there won't be too many Codices that need a 5th Ed update by then and that's almost unprecidented

Sadly my source is GW staff speculation, so take it with a lake of salt. But the idea has potential. It means they get to give people one good army instead of two okay ones, plus the rulebook and promotes the sale of cheapy starter sets, as well as ensuring no one has an excuse to not have their rulebook on them.

If it's not true, it needs to be.

So really, your source is others who likely read Warseer/BoLS's/BoK and all the other rummors sites?!

The red shirts really know litterly nothing these days, and only a complete idiot is going to risk breaking their new and improved non-disclosure agreement...
Still, I think the real hint about 6th ed 40k being true isn't just because Stickmonkey/Hastings and the rest of the rummor mongers are hinting at it... The fact is, next year is the 25th anniversery of 40k itself - what better way for GW to celebrate it than to launch a mandetory product every 40k player needs to buy?!! (rather than the half-arsed pile of crap fantasy got stuck with for it's lackluster 25th b-day...)

we had a thread talkin about the new rules, but it seemed to kinda die out a little.
i like the idea of small starter sets for each army with a rules book in em. the one thing that will suck about getting a new rule book is the changes theyre implementing will require faqs for everything.

Fantasy got a small selection of army box deals, but only for about a third of the armies in the entire game! The big 'uber special limited release was the Harry the Hammer mini. IIRC, the army boxes were;
- High Elves. had 20x white lions, 20x phienox guard, a dragon, a chariot, maybe something else?
- Wood Elves. had mostly metal stuff, treekin & wildriders being the main units.
- Dwarfs. again, lost of metal stuff.
- Skaven was the best, pretty much the only box that was a usable army in a box! (big selling point to it was the 8 globadiers!)
- Empire I think as well, more metal stuff mainly???
Pretty lame... Most armies got left out in the cold, so the celebration died quite quickly because GW decided to half-arse the whole thing. I still have my Harry the Hammer though!
Hopefully they do a proper job of it with 40k - give every army a splash release of some kind. Maybe this is where those rummors of mini starter sets are coming from?! As a special one-off release, we get a small selection of battleforces that come with the mini rulebook, but come september, the 'basic' starter set/s will be all that's left?!?

As for why they chose certain armies over armies that needed it more (Dark Angels, Black Templars, etc), it was apparently due to lore/fluff reasons. Chaos is going to be a major threat come 6th Edition to everyone, not just the Imperium, and apparently they (Chaos) will have a front against the Tau Empire, hence why Tau are getting a release before-hand. The perspective/narrative is also changing apparently and it won't be only or heavily Imperial, he/she said that GW wanted to make some of the other "good" races (Tau Empire, Eldar) feel just as important as the Imperium when it comes to lore/fluff and the fate of the galaxy. This was apparently some of the reasoning behind why Tau Empire and Eldar are getting books before armies like Dark Angels and Black Templars.

I'm not sure about this:
you get 'starter sets' for most armies - the battleforce and battalion boxed sets. Including a codex and rulebook in each of these would be annoying because we dont want to keep getting (and paying for) these repeatedly. You can buy an 'extended' startup set that includes paint etc.
The idea of the starter set was to give everything a person would need to play the game in a single box - which is why there are 2 armies in the Black Reach set. GW understandably want to limit this to just two of the simpler armies, the starter set is there to help new players, not to be a way for people to buy cheaper armies.
Overall this arrangement makes a good deal of sense.

Maybe you'll still get an AoBR style box but there will be individual army starter boxes for those who don't want either army in the box?

Some 6th Edition stuff based on things found in Codex: Necrons, courtesy of DakkaDakka:
1. 6th edition rumor - Vehciles will be able to fire on multiple targets
Evidence - Under the ghost arc rules it says each bank of guass flayers can shoot at two different targets but it clarifies though that one entire bank of gauss flayers must shoot at the same target?!?!?
2. 6th edition rumor - Rapid fire will be able to shoot twice at max range if you stand still, once at max range if you move and you can still rapidfire at half if you move
Evidence - the sheer amount of rapid fire Necrons got. Alot of it use to be assault 2 and now its rapid fire?!?! Including a sniper unit with rapid fire! which seems like a nerf (to standard sniper rules) if a sniper unit is suppose to be sniping from 12" all the time?!?!?
3. 6th edition rumor - You will immediately be able to make one ranged attack after you deep strike
Evidence - The deathmark ability to counter deep strike makes more sense if this is true as it would actually be dangerous to deep strike and rapid fire on a unit to counter its deployment.
4. 6th edition rumor - Heavy will be a vehicle rule faq'd on quite a few vehicles (Pure speculation at this point and has no real substantiation other than "makes sense")
Evidence - Necrom monolith has it, and it seems prudent that others might get it as well.
5. 6th edition rumour - Assault Grenades might get changes (Pure speculation with no back up)
Evidence - The Ctan has a power that gives him assault grenades, yet he doesnt need them as he doesnt take difficult terrain/dangerous terrain tests. Why would he have a power giving him assault grenades then? Ive always found assault/defensive grenades to be a bad rule as it is kind of clunky and tons of good units fail as they dont have them. I can see why they might be changing them to do something else.
6. 6th edition rumour - Monsterous creatures can now use a Go to ground action, some have rumoured to a brace type reaction to getting shot at
Evidence - Canoptek spiders (a monsterous creature) has a rule for their repair claws that says they can repair at any time except when going to ground.
7. 6th edition rumour - Prefered enemy will apply to shooting as well as to hand to hand
Evidence - Destroyers get prefered enemy (everything!) even though they are a shooting unit?

I disagree on this.
The current army boxes for fantasy at least thanks to their new plastic one or two frame "mini-kits" as I dubbed them means army box + kit = army.
If this also included a miniature rulebook, it's a complete legal startup force for a player wanting to play that army.

but as stated before including that book would be a waste in most cases.
keep in mind if they included that HQ unit...then people would still complain that it was not their HQ choice. Also consider...many battleforces are good as augments to armies, so you'd end up getting too many of that HQ.
Starter kits don't need to be about a legal force. They are for learning the game. Getting a dad and son something they can do together...etc. If we're saying these should be true starter kits (half of AoBR), then yes...a snapfit basic hq, troop, elite and something extra.
If we're looking at good base kits...then I think 1-2 troops, an elite/FA and a vehicle or heavy....then you augment that with an HQ ad whatever you might need
GW will probably never do the snapfit per army thing, as this requires specific sculpts for each set. Those snap fit models from IoB are made for that. I'd rather see a GOOD starter kit for people to learn the game and quickly get into the game. Then offer great battleforces/mega-sets to really bulk out armies. Sets that are about core units and options. Like: This sprue of marine bodies....then option sprues for assault or tactical. Like the Loota/Burna box. I want to see more of that kinda of thing...and within the big sets. Not like this crap where I buy the big box of orcs/goblins...and out of 40 goblins I only get the option for 20 of each type...not 40 of one type. I know this is obviously leading to extra and waste and such....but still
