What kind of 40k army (if any) have you played and would you like something similar or vastly different?
Also, all the armies are fun, but some armies are easier to paint than others. Greenskins and skaven mean lots of painting which may not be down your street, while my ogres are 70 models for 3000pts, so model count may be important as well

Well the armies that have fewer models are the elves of all kinds, bretonnia and ogres.
Skaven (evil ratmen with loads of explosive weaponry)
Orks and Gobbos (Orks... and gobbos... and squigs!)
Empire (Lots of men with cannons, knights what ever you want really)
All gobbo armies are huge, as are cheap skaven ones, not sure on how easy they are to paint as i haven't done either... I've done HE, Ogres and Brettonia.

Painting Skaven is easy, ever since they invented Brown Spray Paint.

Skeletons are deceptive. You'd think just spray white, ink black or brown, job's a good'un, but to actually put depth and detail in, it takes quite a bit more than that. When you consider they have tattered and worn armour, aging, dirt detail, then the zombies, corpse cart and wolves have torn flesh, sores, raw bloody bits... it gets pretty difficult to do. I'm actually re-painting all my old stuff because it's just that detailed I never did it justice.

Hordes of chaos are decently easy to paint if you don't mind a lower quality table top standard. Primer black dry brush silver put some red/green/purple/blue accents on the armor/weapon trims. (depending which god you want to follow) Also throw some gold/bronze on them as well.

Space Wolves 2-3-1 (1250pts)
Necrons 4-2-1 (1000 pts) In active (back on their tomb world)
