Penal Legioneres
Hi,
I know you cant buy certain characters like Penal Legioneres etc.
But then are you allowed to decide for example to use your guardsmen as legioneres or e.g: you have a sergeant, how do you decide if he becomes a veteran sergeant and so on...is there a rule that if a guardsman/sergeant wounds twice then the he becomes a veteran? or something like that...

I was very confused by the difference between penal legion, vets, and the like when i got started as well. To make things cheeper for Games Workshop and due to the fact that Guardsmen are issued the same thing weather they are seasoned veterans, the common rabble, fresh recruits or the scum of the world they came from they are all issued the same thing, a lasgun, a knife and flack armor. In other words you can use the Cadian Shock troops and Catachan Jungle fighters, or any other dude with a lasgun can be used for either Veterans, Guardsmen, Conscripts or penal legionaries. However a lot of time people like to modify models to make them more distinct. For instance I used Cadians but my penal legion is catachan (i like the convicts to look like bear-chested-murderers)
As far as vets are concerned; if they enter the field as a guardsmen they stay a guardsmen. If they enter the field as a vet they stay a vet. If you are looking for an army that gets better as they kill, the dark eldar get stronger as they kill stuff.

My Penal legion are standard Cadian torso and legs, with various bits used for the arms, heads and weapons. Their weapons are everything from a blunderbuss to a longbow and I think there is only one actual lasgun in the squad, however you don't need to go this far to alter them. The easiest way is to paint a coloured stripe on their helmets, whatever floats your boat.
