For the most part, they just aren't worth mentioning. They allow your Orks to charge an enemy unit in cover and still strike in initiative order. Sounds great, until you realize an Ork's initiative sucks.
They might have some use in games against another army whose models are mostly I2 (Necrons, other Orks), but don't make much difference otherwise. The only thing I would recommend with them ia a Stormboyz Nob with a big choppa. With Furious Charge, he strikes at the same time as any MEQ unit, which guarantees him at least one round of attacks if he's stuck in a small mob.
They might have some limited use against vehicles and walkers in close combat, but usually you just rely on the power klaw to do your damage there and keep lots of Boyz in the mob as ablative wounds.
