I've built one for my brother's Space Marine army. It's a bitch and a half to put together. But against my Orks, it was devastating. Four small blast markers per turn that can ignore armour? Pure hell. Against a mechanized list, the earthshaker rounds can be counted on to immobilize at least one vehicle every game if the cannon survives long enough.

ignore cover* not armor (some can ignore armor...but that's not important)
It's a 'heavy' profile weapon...so each shot scatters per itself

It's a glass cannon, but man does it pack a punch. I would suggest taking at least 2 in a list, as that helps to ensure 1 makes it at least to the halfway point of the game. They will also survive longer if put in a list with good amounts of armor saturation. The more vehicles your enemy has to shoot, the less weapons will be pointed at them. Definitely give them a try with a proxy.
Dr. Manfredel is wrong. That kind of thinking is never justified.
