As always with Orks you need MORE BOYZ! If not more Boyz ( and i would say they are always a must) i would add a couple of Trukks in there to get them boyz up the front for some killin'. Burna Boyz are always a decent addition as they negate a cover save and can fry all-comers.
I (personally) wouldn't lose the battlewagons. I would also consider some fast attack options. Everyone has a different view, but either Deff Koptas or Stromboyz (with Zag) will add some swift punishment (if the dice gods are looking down on you) to any army.
Other than that, more boyz, more boyz w/ shootas, more boyz, a looted wagon, more boyz and well....more boyz!

Need...is a strong word. 60 boyz can easily build you some good lists. It all depends on how you want to play

Ok, so as Architec said...need is a very strong word. First off you haven't mentioned how many points your aiming for, or what sort of opposition you're going to be facing regularly. With this in mind; any advice will be subjective.
For me ( and i am trying to build a kind of Uber-Deathskulls army) i have added loads of vehicles and anything tecy. I would imagine that this is not that dissimilar for Freebooters, just more blingy! If you are traveling the freebooter path then i would add in anything big and shiny; meganobz, vehicles, looted wagons etc...and would decorate them accordingly with loads of gold/ silver/ bling. This is more modelling though.
For a competitive force you need to decide on an amount of points you want to work towards then start to build the army around that number. To make the army well rounded, you need to think about who you may end up fighting and what style of army you want to feild (footsloggers, mek-tastic etc etc)
Although i dont do this, you could look at the Force Organizational Charts and build a force that fits in with that, this should help with building a well rounded army with all options covered.
In the end, the look of your army (Freebooters in this case) will really be down to how you paint it. You can have all the same models as any other Ork army but; paint 'em blue and their Deathskulls, paint 'em red and their evil sunz, bling them up and their Freebooters.
As for trukks/ battlewagons/ bikes etc...if you sold your services to the highest bidder and robbed off anyone you came into contact with, you would probably have loads of these (as well as stolen Imperial tanks etc etc)
Hope this helps a bit
