Death Leaper

The Death Leaper has a special rule called "Its after me". How can this special rule possibly effect an Independent character which is not on the table at the start of a game, but is arriving later on via deep strike. I just can't work out how the death leaper could possibly effect a character who is not there yet. Please share some thoughts and ideas with me please, much appreciated, thanks.

The rule says nominate a single enemy character at the beginning of the game, it doesn't say it must be on the table or alive or anything. Just that it must be an enemy character. But really for 140 points for the model dropping one models Ld by D3 really isn't worth the points since that's just about all he has going for him. You could hide him the whole game and have him pop in on an objective to contest it turn 6, but that's risky as well, he's really not worth taking an elites slot when you have venomthropes, hive guards, zoanthropes, ymgarl stealers, and the Doom.

1)You don't have to be physically present to be emotionally affected by something.
2)The Deathleaper works for weeks to months to spook its target.
3)The same way Trigons and Mawlocs/Lictors and Marbo "Deep Strike" out of the ground where they've been for a while/walk out from behind the tree they've been hiding in for the last week.
